There's no really easy and fast way for her to be able to come and settle permanently in the US on the basis that you are married to her since you are not a US Citizen.Are you a Permanent Resident or green card holder?If you get married in India or in Ukraine, you can petition her by F2 category and it can take 5-7 years to process.The best she can do is for now to apply for a tourist visa (B2) for short term visits to the US.Or she can look for an American employer that will apply for a work visa for her or she can also apply for a student visa.
