Wisconsin Tax policy(filing jointly)?

Last year when we did our taxes, I received my rstate tax return back in full but my husband did not received his state tax return in full because they said I was not employed in that state that he could not get the benefits of filing jointly. Does that make any sense to you? He is military so he claims WI but we live in VA. It shouldnt matter that I do not live there right? Did our tax person mess up?
