Would Osama still be plotting murder if Obama had gotten his way?

If, as you say, the previous administration had so much information, why did they give up looking for bin Laden, and why did they go into Iraq? Why would President Bush say he wasn't that concerned about bin Laden? President Obama renewed the search for bin Laden.
