How to change my W2 so I won't have to pay so much at tax time?

My husband and I just finished our taxes and we owe $2300. I make 59K and he 49K. We are married filling jointly. We both put 1 for allowances on our W4's. How can we change our allowances so we won't have to pay so much at tax time? Who should change or should we both change our allowances to 0? I would like to get the most out of my paychecks, yet still get a tax return or brake even. I am even willing to pay a couple hundred, $2300 is a big hit for us. Any suggestions, please help
